WiscoFAST (Wisconsinites for Alternatives to Smoking and Tobacco) is a 501(c)(6) non-profit trade organization representing hundreds of local distributors, wholesalers, retailers, and specialty shops across the state. Our mission is to safeguard adult consumer access to less harmful alternatives to combustible cigarettes while protecting local main street businesses from overly restrictive regulations that inadvertently favor "Big Tobacco" monopolies. 


We are actively advocating for common-sense modernization of Wisconsin's tobacco and vapor laws. Our priorities include clearing up enforcement confusion regarding hardware definitions, closing existing tax loopholes on open-system liquids, and bringing the state’s Vapor Product Directory into fair alignment with actual federal FDA standards to protect law-abiding local businesses.  


WiscoFAST strongly supports keeping nicotine products out of the hands of minors. We advocate for formal state alignment with federal Tobacco 21 laws, expanding indoor air quality rules to include electronic nicotine delivery systems, and strictly banning vaping on all public and private school properties. Furthermore, we support strict marketing bans on products that feature cartoon characters, flavor names resembling childhood candies, or packaging designed to look like school supplies or children's toys. 


According to data from the Vapor Technology Association, the vapor industry is a powerful economic engine for the Badger State, supporting 1,115 total jobs and generating $54,571,600 in local wages. In total, the industry accounts for $187,476,000 in economic output and drives $12,020,500 in direct state business taxes annually—revenue that would be completely wiped out by overly restrictive registry bills that force small businesses to close. 


The current Department of Revenue (DOR) Registry forces a rigid, outdated PMTA filing deadline of September 9, 2020. This completely ignores the federal Consolidated Appropriations Act of 2022, which set a May 14, 2022 deadline for non-tobacco nicotine products. Because the FDA's Center for Tobacco Products (CTP) has experienced severe administrative backlogs—leaving tens of thousands of legitimate applications under extended review—the current state registry unfairly penalizes law-abiding Wisconsin business owners for federal bureaucratic delays.  


WiscoFAST advocates for electronic nicotine delivery systems (ENDS) as less harmful, accessible harm-reduction alternatives for adult smokers trying to transition away from traditional combustible cigarettes. Data shows that the introduction of e-cigarettes has not increased smoking; instead, it correlates with an unprecedented 80.3% decrease in adult smoking rates among 18-to-24-year-olds in Wisconsin between 2007 and 2023. 


Current state funding policies are deeply hypocritical. In 2023, for every $1 the state of Wisconsin received in tobacco taxes and settlement monies, it spent less than $0.01 on actual tobacco control and smoking cessation efforts. Lawmakers are continuously balance-budgeting on the backs of adult consumers while severely underfunding the very programs meant to help adults quit smoking or prevent youth use. 


A NEW hope BEGINS

Wisconsin's 2027 session begins a new path for us to follow and get favorable legislations passed to save small businesses and provide consumers with choices once again.
